PUD to take closer look at Eastbank Aquifer

At the Feb. 23, 2009, meeting, commissioners:
- Hired engineering consultants Golder Associates of Seattle to provide in-depth analysis of how possible future uses of water from the Eastbank Aquifer could affect water temperature, which is a critical factor in raising fish at the PUD’s Eastbank hatcheries. The agreement caps spending at $800,000 through 2012 and requires approval of specific tasks and spending in the PUD’s annual budget. The 2009 budget calls for $180,000 in work. In a separate study, the District is looking at how hatchery water might be re-used for increased efficiency.
- Learned that federal regulators approved a change in the license for the Lake Chelan Hydro Project to allow modernization of the powerhouse including replacement of two existing 24-megawatt (MW) turbine-generators with two new 29.6-MW units. Preparations are under way, and work on the first unit will start in March. The project is estimated to cost $42 million to $45 million and will run through 2010.
- Heard a report from the relicensing team about the new 43-year license for the Rocky Reach Hydroelectric Project that was approved by the Federal Energy Regulatory Commission (FERC) last Thursday. Staff is still evaluating the license order to see what changes it contains from the settlement agreement approved in 2006 with Rocky Reach stakeholders. A detailed report will be presented to the board in the next two or three weeks so the PUD can decided whether it needs to appeal any parts of the license order within a 30-day deadline.
