Developers who want to become part of smaller water systems operated by Chelan County PUD will now have to provide water rights to the PUD or pay a fee to help the PUD acquire rights.
The new water rights acquisition policy was adopted by PUD commissioners at Monday’s board meeting, along with a resolution updating the District’s water/wastewater line extension policy.
In order to serve growth in its small water systems (Ollala Canyon, Chelan Ridge and Peshastin-Dryden), the PUD wants to make sure water rights are available to support new development. Existing customers are not affected unless they choose to develop property and add more water connections.
Fees in the water/wastewater line extension policy are not changing as a result of the Board’s approved changes Monday. New language does call for developers to cover the costs of providing temporary service to neighboring water customers if construction work takes a connection out of service for an extended period. The policy also includes new provisions for bonding to cover uncompleted work and to accommodate cost-sharing with the PUD when larger facilities than originally planned might be beneficial to prepare for future system growth.
In other items, PUD commissioners:
- Drew by lot the name of Eastmont senior Jakob Bickford, son of PUD Hydro Engineering Project Manager Brett Bickford and his wife, Karyn, to be the high school senior whose name gets entered into a further drawing for a $1,000 college scholarship sponsored by the Washington PUDs Association. The drawing is open to qualified children of PUD employees throughout the state.
- Heard a report that PUD employees Janet Jaspers and Hugh Owen, along with former employee Randy Lowe, will receive an award from Gov. Chris Gregoire for helping to prevent a young woman from jumping off the Loop Trail bridge across the Wenatchee River last year. The award will be presented Wednesday as part of the 58th annual Governors Industrial Safety and Health Conference in Tacoma.
- Heard a report from Communications Director Steve Lachowicz that the PUD Communications staff had received four awards in recent competition sponsored by the Northwest Public Power Association. Awards were earned for the PUD’s Annual Report, for a photograph taken at the Lineman Rodeo, for the PUD Web site and for a brochure on Native American portraits that are on display at the Rocky Reach Dam Visitor Center.

PUD commissioners have set a special meeting at 6:30 p.m., Tuesday, Oct. 6, to attend a community meeting in Entiat in the school cafeteria.
A special meeting of the PUD Commission will also be held at 9 a.m. Thursday, Oct. 8, at Rocky Reach Dam for the purpose of discussing strategic planning.
The next regular commission meeting is at 1 p.m. on Monday, Oct. 12, 2009, in the PUD boardroom at 327 N. Wenatchee Ave.
